Abstract
This study provides a lexical and semantic analysis of the jargon used by the National Social
Security Fund for Non-Salaried Workers (CASNOS) in Algeria.
Considering that administrative jargon can be a barrier to accessing rights, this research
analyses the impact of specialised terminology on interactions between the institution and its
insured persons. It combines quantitative and qualitative discourse methodology.
The research concludes that communication in ‘plain language’ is important and suggests
specific measures (glossary, rewriting, training) to make information more accessible and
fulfil the public service mission.
Reveals a notable semantic imbalance: CASNOS' discourse focuses mainly on contribution
obligations (48% of the predominant lexicon), rather than on explaining rights (22%).
The findings of a survey of 100 insured persons corroborate this perceived obscurity, with
75% of them considering the language complicated and 40% having already given up because
of this complication.
