Abstract

تتناول هذه الرسالة موضوع الإجرام المنظم العابر للأوطان. فإنه من أشد ظواهر السلوك الإنساني تعقيدا و أقواها تهديدا فقد تجاوزت نشاطاته حدود الدولة الواحدة، ليكتسب طابعا عالميا و يشكل تحديا أمنيا رئيسيا لعالمنا المعاصر و تهديدا للاستقرار و التنمية و الأمن القومي. إن العمل على توثيق التعاون الدولي و تبني رؤى جديدة أكثر شمولية و وضع سياسة موحدة، من شأنه التصدي للظاهرة و الحد من انتشارها. This thesis deals with the topic of transnational organized crime. It is one of the most complex and most threatening phenomena of human behavior, as its activities have exceeded the borders of a single state, to acquire a global character and constitute a major security challenge for our modern world and a threat to stability, development and national security. Working on closer international cooperation, adopting new and more comprehensive visions and developing a unified policy will help to counter the phenomenon and limit its spread
