تطور السلطة التشريعية في النظام الدستوري الجزائري

Abstract

Summary: The legislative authority has passed a lot of political and constitutional steps throught the continious developpment of the constitution in algeria, by passing on it's vestiges and fonds, and also the level of efficiency of it's constitutional body, either in it's legistative role or it's parliamentary cotrol one, this one has an important role, in the evaluation of the present and the making of the futur, especially that it’s responsible for the foundation of laws that express the public will, to attend the meaning of law and rights state. Résumé : Le pouvoir législatif en algérie a vecu un mélange des étapes constitutionelles et politiques, a travers du dévelopement de la constitution en algérie, en passant sur leur vestiges , et fonds, et aussi le niveau d'efficacité de son corp constitutionel, soi au niveau de la législation ou le controle parlementaire, et savoir les besoins de la consolidation de cet organisme législatif, en tant qu'un corps élu et expressif de la volonté publique, pour évaluer le present et dessiner les cadres du futur, surtout qu'elle est responsable de la fondation de la base juridique, qui exprime la volonté publique, a fin d'atteindre le but de l'état de loi et de droit. ملخص اللغة العربية: شهدت السلطة التشريعية في الجزائر على المستوى المؤسساتي و الوظيفي, مجموعة من المحطات الدستورية و السياسية, من خلال التطور الدستوري في الجزائر, و ذلك بالوقوف على مخلفاتها و خلفياتها, إضافة إلى مدى فعالية أداء المؤسسة التشريعية, سواء في مجال التشريع او في مجال الرقابة البرلمانية, و ابراز متطلبات تدعيم المؤسسة البرلمانية, كهيئة دستورية منتخبة و معبرة عن الارادة العامة, و لهذه الاخيرة وزن في تقييم الحاضر و رسم معالم المستقبل, خاصة انها قائمة على وضع القاعدة القانونية المعبرة عن الارادة الشعبية, لتحقيق اسمى معاني دولة الحق و القانون.
