تقييم مناخ الاستثمار الأجنبي في الجزائر دراسة مقارنة ضمن دول المغرب العربي ( تونس و المغرب )

Abstract

الملخص يمثل الاستثمار الأجنبي المباشر أهم مصادر التمويل ، الخارجي و لذلك تهافتت عليه أغلب الدول النامية ، بما فيها الجزائر غير ان الدراسة ، بينت لنا انخفاض قدرة هذه الأخيرة على استقطاب هذا النوع من الاستثمارات و ترشيدها ، بالشكل الذي يضمن لها تحقيق لتنمية الشاملة و المستدامة ، و هو ما دفعنا لدراسة و تقييم مناخ الاستثمار في الجزائر ، الأمر الذي كشف لنا عن وجود العديد من العراقيل و المعوقات التي تحول دون تدفق الاستثمارات الأجنبية المباشرة إليها و ترشيدها ،و التي تدخل ضمن السيطرة المباشرة للسياسة الوطنية . و لعل أهم التوصيات التي خرجت بها هذه الدراسة ، هي ضرورة تبسيط الإجراءات الإدارية المتعلقة بتأسيس و استغلال الشركات الاستثمارية ، و تهيئة و تحسين الهياكل القاعدية ، خاصة في لمناطق الصناعية ، إضافة إلى منح معاملة تفضيلية للأنشطة التي تتسم بعلاقات التكامل مع المؤسسات الوطنية ، تلك التي تقوم بإعداد برامج تدريبية و تأهيلية لليد العاملة المحلية. Abstract: Foreign direct investment represents the most important sources of external funding, therefore most of the developing countries, including; Algeria, strived within this context to attract this type of investments. However, the study of the investment conditions in Algeria; revealed that there some obstacles need to be eliminated in order to push forward investment and its rationalization, this is the reason why we are so keen so look for explanations regarding this problematic issue, and this led us to very practical considerations regarding the strategies of national policy and in particular its financial matters. And this study, which adopted the method of co integration, has also noticed the lack of any relationship in the long run between financial policy, and foreign direct investment flows in Algeria. The most important recommendations that concluded by this study, are simplification of administrative procedures relating to the establishment of investment companies, creation and improvement the infrastructures especially in industrial areas, providing a preferential treatment to activities that marked with different forms of integration, and those that are setting up training and rehabilitation of local labor programs. Résumé :L'investissement étranger direct est la principale source de financement extérieur, la raison pour laquelle La plupart des États en développement, y compris l’Algérie, s’efforcent d'attirer ce type l'investissement. Mais, l’étude de climat d'investissement en Algérie, démontre la présence de nombreux obstacles et difficultés qui empêchent l’élancement des flux d’ investissements étrangers directs qui relèvent de sa politique nationale, et surtout la politique financière. La présente 'étude économique, dans la quelle nous avons adopté la méthode de cointegration, a également de montré l'absence de toute relation, à long terme, entre la politique financière Les principales recommandations issues de cette étude sont : la nécessité de Simplifier les procédures

administratives relatives aux création d’une sociétés d'investissement, la création et l’amélioration des infrastructures, en particulier dans les zones industrielles, Additif à accorder un traitement préférentiel pour les activités de relations d'intégration, et celles des programmes de formation de main- d'oeuvre locale.
