Abstract
This study explores how the Bush and Obama administrations shaped the U.S. counter terrorism aftermath of the 9/11 attacks, implementing measures such as arbitrary detention,
torture, and drone strikes in the name of national security. Through a comparative historical
approach, this work reveals significant human rights violations under both administrations and
critically examines the effectiveness of President Obama’s reforms. Despite the American
administration’s strong rhetoric on human rights, its actions often undermine civil liberties and
global stability, revealing the persistent tension between national security and fundamental
freedoms
