أثر النظام الانتخابي في تشكيل المجالس النيابية في الجزائر

Abstract

ملخص: إن موضوع المجالس الشعبية المنتخبة على المستوى المحلي أو على المستوى الوطني، جاء تجسيدا لما كرسته مختلف المواثيق والدساتير التي عرفها النظام السياسي الجزائري. وقد تشكلت هذه المجالس وفق شروط حددتها القوانين خاصة القوانين المتعلقة بنظام الانتخابات، ومارست صلاحيات خولتها لها القوانين المؤطرة لنشاطها، وقد نجحت أحيانا، وأخفقت أحيانا أخرى، حسب الظروف السياسية والاقتصادية والاجتماعية التي لم تكن على وتيرة واحدة. كما أن نوعية المنتخبين الذين تشكلت منهم هذه المجالس كان لها انعكاس كبير على مدى ما تسجد في الواقع المعيش. Résumé : Le sujet des assemblés populaires élus au niveau local ou national, vient de concrétiser les différent mesures prisent par les chartes et les constitutions que le régime politique algérien à connu. Ces assemblés ont été formés selon les conditions fixées par les lois et notamment la loi relative ou régime des élections, et en profiter des prérogatives attribués pas les textes régissant leurs activités. Néanmoins ces assemblés ont connu des moments de réussite et d’autres l’échec, selon les circonstances social, politiques et économique et sur une fréquence variante ainsi, que la qualité des élus composant ces assembles se reflète sur la réalité survenue. Summary On the subject of the popular elected councils at the local level or at the national level, the embodiment of what enshrined in various charters and constitutions defined by the Algerian political system came.
