Abstract

نتطرق في هذه الدراسة عنصر تمويل قطاع التأمينات الإجتماعية الجزائرية وهذا من خلال استعراض أهم المصادر المتاحة لتوفير الموارد المالية لمؤسسات العاملة فيه ومدى قدرة هذه المصادر على تحقيق توازنه المالي وقد تعرضنا في البداية التي وضع مفهوم نظام الضمان الإجتماعي وأهدافه وآليات تمويله ثم درسنا أهم الخصائص المميزة لنظام التأمينات الإجتماعية الجزائري من خلال استعرض أهم مراحل تطوره وهيكله المؤسسي وفي الأخير تطرقنا التي أبرز أهم مصادر تمويله ومدى كفاءتها في تحقيق سلامته المالية. وقد استنتجنا أن نظام التأمينات الإجتماعي الجزائري يعتمد أساسا على اقتطاعات المؤمنين كمصدر لتمويل. وتلعب هذه الاقتطاعات دورا مهما في الحفاظ على السلامة المالية لمؤسسات هذا القطاع. وقد عهد المشرع الجزائري تسيير صناديق الضمان الإجتماعي لمجالس إدارية تضمن الشركاء الاجتماعيين تجسيد المبدأ التسيير الذاتي لمرافق الضمان الإجتماعي. كما قمنا بالمقابلة مع رئيس مركز CNAS Nous abordons dans cette assurance sociale composante de ce secteur algérien de fonds d’études grâce à un examen des ressources les plus importantes disponibles pour fournir des ressources financières aux institutions opérant dans ce et la capacité de ces sources pour atteindre l’équilibre financier était que nous étions au début, qui a mis le concept de sécurité et les objectifs du système et des mécanismes de financement social et puis nous avons étudié les caractéristiques les plus importantes du système assurance sociale algérienne accepter à travers les étapes les plus importantes de son développement, la structure institutionnelle et dans le dernier touché qui a mis en évidence les sources les plus importantes de financement et son efficacité dans la réalisation de sa viabilité financière.
