الرقابة الدولية على تطبيق القانون الدولي الإنساني.

Abstract

ملخص: بعد معاناة البشرية من ويلات الحروب، حيث فاقت فترات الحروب فترات السّلم بأضعاف على مرّ التّاريخ، كان لا بدّ على المجتمع الدّولي من التّحرك لحماية الشّعوب، عن طريق إبرام اتّفاقيات، وإنشاء هيئات تسهر على تكريس قواعد القانون الدّولي الإنساني وحمايتها من الانتهاك.

Résumé: Après la souffrancehumaine du fléau de la guerre, dont les périodes de cettedernièreontdépassécelles de la paix à plusieurs reprises tout au long de l'histoire, la communautéinternationaledevraiagir pour protéger les peuples à travers des conventions, et la créationd'organes qui assurent la consécration des règles du droit international humanitaire et de les protégercontre les abus. En plus de ces accords et organismes, nous trouvons : conventions de Genève 1944 et sesdeuxprotocolesadditionnels 1977, aussibien que le conseil de sécurité. Nous aimerionsiciétudier les mécanismes de ces conventions etorganisationsdans la protection du droit international humanitairedansquelques sections

Summary: After the human suffering from the scourge of war, which the dates of the latter exceeded those of peace many times throughout history, the international community had to act to protect peoples through conventions and the creation of components that provide the consecration of the rules of international humanitarian law and to protect them against abuse. In addition to these arrangements and organizations, we find: Geneva Conventions 1944 and its two additional protocols in 1977, as well as the Security Council. We would like here to study the mechanisms of these conventions and organizations in the protection of international humanitarian law in some sections.
