حـــماية الأقليات داخل الدول

Abstract

مــــــــلـــــخص أصبحت ظاهرة الأقليات تعبر عن ملمح هام من ملامح الإستقرار العالمي ،وذلك للتباينات العرقية واللغوية والدينية . وموضوعنا هذا كان نحو الأقليات في إطار القانون الدولي لحقوق الإنسان ،التي ستضمن جملة الحقوق التي اقرها هذا الأخيرمن خلال التعرض لأهم النصوص الدولية والإقليمية التي وضعت لهذا الغرض،محاولة تحليلها واستكشاف مدى نجاحها في توفير الحماية الدولية للأقليات ،وإن موضوع الأقليات أصبح يرتبط بظواهر نحياها على الساحة الدولية :كالحق في تقرير المصير ،التدخل الإنساني والأمن العالمي .

Résume : Le phénomene de la minorité est devenu une image importante qui refléte la stabilité internationale ,en raison des différances ethniques,linguistique,et religieuses. Cette etude insiste sur le sujet de la minorité dans le cadre de droit international des droit de l’homme ,nous enfermerons des droits inter approvées par ce dernier.par l’exposition des texte internationaux et régionaux les plus importants qui ont été développés à cette fin et essayer d’analyser ,et on observant a quel point elle réussi à garantir une protection international des minorités,ce dernier est relie à des phenoménes que nous vivons dans la seine international ,comme droit à l’autodétermination, l’intervention humanitaire,et à la sécurité global. Summray : The phenomene of minorityhas become to express an important image that reflect s the international stability,because of the ethnic ,linguistic and religious. It this study,we attempt on the subject of miniority in the framework of international law of human rights,we will enclose this paper for inter rights approved by this latter.Through the exposure to the most important international and regional text that have been developed for this purpose and try to analyse ,and exploring succes in providing international protection of minorities through reading an assessment of this matter. Particulary that issue of miniority has become asssociated with events we are living on the international side as the rights to self-determination ,the huminatarian intervention and the global security .
