أثر المنظومة البنكية في الجزائر على ترقية الاستثمار في القطاع السياحي

Abstract

ان التحولات الاقتصادية الجارية في الجزائر والتي مست العديد من القطاعات، سمحت بتحرير محتشم لبعض الاستثمارات السياحية، خصوصا وأن هذه الأخيرة تمثل النسبة الأكبر من الدور الذي يلعبه القطاع السياحي بالتأثير على قطاعات عديدة في الاقتصاد الوطني، ومساهمته مع القطاعات الأخرى في التنمية الاقتصادية للبلد والخروج من الصعوبات التي يعاني منها الاقتصاد الجزائري التي تكون مرتبطة بالخاصية التي تميزه وهي اعتماده الكلي على المحروقات. وتتمثل أهمية القطاع السياحي الجزائري، كونه مصدر هام للخزينة العمومية يكون بديل لقطاع المحروقات، زيادة على الدور الذي يلعبه في تحقيق التنمية الاقتصادية. وتكمن أهمية الدراسة في اظهار القدرات السياحية المتوفرة في الجزائر وإيجاد الطرق المناسبة لاستغلالها، ومدى اهتمام الجزائر بهذا القطاع، ذلك من خلال البرنامج التوجيهي للتهيئة السياحية 2025 SDAT الذي قامت به الحكومة، بالإضافة الى دور البنوك الفعال فبما يتعلق بتمويل مشاريع الاستثمارات السياحية التي لم يرق الى المستوى المطلوب.Le tourisme occupe une place modeste dans l’économie algérienne, sachant qu’il peut jouer un rôle plus important dans l’économie du pays, et contribue par conséquent au développement économique et social et minimise sa dépendance des hydrocarbures. Les modalités de la mise en oeuvre de l’économie touristique en Algérie, s’articule sur le programme matériel de l’aménagement du tourisme dans le courant de l’an 2025 ; en tenant compte du rôle primordial que doit jouer les institutions bancaires.The recent ongoing transformations in Algeria economy that have touched many sectors, has allowed a slight liberalization for some kinds of tourism investments, especially since they represent the largest proportion of the impact of tourism sector on many other economic sectors, and its contribution to economic development in order to overcome the large dependency of Algeria on hydrocarbons. The importance of the Algerian tourism sector is obvious for its contribution in the public treasury if it can be likely a strong alternative to the hydrocarbon sector, in addition to the key role it plays in economic development. The main objective of this study is to show the available tourist capabilities in Algeria and to find appropriate ways to exploit them, through the orientation program for the tourism initialization 2025 SDAT proposed by the Algerian government, in addition to the bank’s role in financing tourism investment projects that have not reached until today the required level.
