الاقتصاد التضامني والتنمية الاجتماعية الإمكانيات والواقع في موريتانيا

Abstract

تحاول هذه الأطرووة البحث في إمكانيات الاقتصاد التضامني ودوره في التنمية الاجتماعية في موريتانيا، وقد استعورضنا في فصليها الأولين مصطلحي الاقتصاد التضامني والتنمية الاجتماعية ، من خلال تناول تاريخ المصطلحين وحاضريهما، لنتناول في الثالث دور الحقل في التنمية الاجتماعية في موريتانيا، من خلال استعراض الجهد الرسمي المتمثل في السياسات الاجتماعية التي تبنتها الدولة الموريتانية منذ استقلالها، ثم الجهد الأهلي من خلال تناول الآليات التضامنية التقليدية والإسلامية فالعصرية . Cette thèse tente de chercher dans les possibilités de l'économie solidaire et de son rôle dans le développement social en Mauritanie, nous avons exposé dans les deux premiers chapitres les termes de l’économie solidaire et du développement social, en mettant en exergue l'histoire des deux termes et leur situation actuelle, dans le troisième chapitre on a traité le rôle que joue ce type d’économie dans le développement social en Mauritanie, grâce à une exposition des efforts officiels, représentés par les politiques sociales adoptés par l'Etat mauritanien depuis son indépendance, puis les efforts locaux à travers une analyse des mécanismes de solidarité avec ces trois façades : conventionnelle, islamique et moderne. Par la suite, on a essayé de mener une analyse de la réalité du développement social en Mauritanie à travers les données disponibles. A la fin de ce travail, On a pu arriver à la conclusion que l'économie solidaire en Mauritanie est domptée de potentialités considérables mais qui n’ont pas pu encore jouer un rôle efficace dans le développement social, nécessitant ainsi une approche optimale passant par une vision nationale et qu’on a essayé d’identifier ces grandes lignes dans les recommandations.In this thesis, we tried to search in the potentialities of the solidarity economy and its role in social development in Mauritania. In the two first chapters, we exposed the terms of the solidarity economy and social development by highlighting the history of both terms and their current situation. In the third chapter, we treated the role of this type of economy in social development in Mauritania by an exhibition of official efforts represented by the social policies adopted by Mauritanian government since the independence and the local efforts through an analysis of solidarity mechanisms with its three aspects: conventional, Islamic and modern. Subsequently, we tried to carry out an analysis of the reality of social development in Mauritania through the available data. At the end of this work, we could conclude that economy of solidarity in Mauritania is tamed with considerable potentials that have not yet been able to play a key role in the social development, requiring an optimal use throughout a national vision which we tried to identify its big lines in the recommendations
