أثر تقلبات أسعار البترول على النفقات العامة في الجزائر دراسة قياسية بإستخدام الأدوات القياسية

Abstract

ملخص: لقد درست إشكالية هذا الموضوع في ثلاث فصول رئيسية حيث تعرضنا في الفصل الأول إلى الإطار النظري لأسعار البترول وخلال الثاني تطرقنا إلى عموميات حول النفقات العامة. أما الفصل الثالث فتعرضنا إلى دراسة حالة الجزائر في أثر تقلبات أسعار البترول على النفقات العامة وقد توصلت نتائج الدراسة إلى ما يلي: -في الجانب التحليلي: قمنا بدراسة وصفية ندرس فيها كيف نتأثر أسعار البترول بالأحداث العالمية كالأزمات. - أما في الجانب القياسي: قد توصلنا إلى وجود أثر مباشر لأسعار البترول على النفقات العامة حيث هناك علاقة طردية بينهما كلما ارتفع سعر البترول زاد معها عائداته ومنه ارتفاع في النفقات ARch العامة،وهذا استنادا على جملة من الأدوات القياسية تتمثل في منهجية بوكس جنكيز ونموذجي .Eviews وذلك باستعمال نموذج GARch و Summary : The problem of the topic has been dealt with in three fundamental chapters.the first chapter tackles the theoretical framwork of the prices of petrol.the second deals with generalities about general expenditures,As for the third one,it deals with the study of case of algerie. Under the impact of the variation of petrol prices on the general expenditures. The resulte of this study are as follows: -concerning the analytical aspact,we have carried out with a des ouptive study by tackling have the prices of petrol are effected by the word events such as crises. -Regarding the measured aspect,we have found that there is a direct effect of petrol prices on general expendtiures since there is inter-relation betwen them the bigher the petrol prices.is the higher its revenues will be which makes general expenditures go higher.and this relying on a servies of measured devices represented in the method of Box-jenkins;and the twomodels samles of Arch and Garch by asing Eviews programme Résumé: La problématique de ce sujet a été étudiée en trois chapitres fondamentales, le premier chapitre étudie l'aspect theorique des prix du petrole,le deuwieme entamme les généralités sur les dépendenses générales. Ce qui concerne le troiwiéme chapitre,il est cinsacré à l'étude du cas d'algerie concernant l'éffect des fluctuations des prix du pétrole sur les dépenses générales,les résultats de cette étude sont les suivants: -concernant l'aspact analitique:une étude des criptive a été faite en étidiant l'effect des événements mondiaux comme les crises sur les prix du pétrole. -quant à l'aspect mesuré,l'étude a aboutit à trouver l'effet direct des prix du pétrole sur les dépenses générales puisqu'il une relation augmente, ses revenues augmentent aussi et ainsi les dépenses générales augmentent à leur tour,et ce ci en dépendant sur une série des outils de mesures représentés à la méthode Box Jinkins et les deux modéles Arch et Garch en utilisant le logiciel Eviews
