الميزانية العامة للدولة وتبني الجزائر مشروع التحديث الميزانياتي

Abstract

لقد عرف الفكر المالي الموازنة بين إيرادات و نفقات الدولة منذ القدم ،وقد شهدت الموازنات العامة لمختلف الدول تطورات بالغة الأهمية،منذ ما بعد الحرب العالمية الثانية حتى اليوم ، بحيث أصبحت تشكل وسيلة فعالة ترتكز عليها الحكومات لتحقيق أهدافها، وقد أدت هذه التطـورات ، إلى تغيير الأساليب و التقنيات المعتمدة في إعداد الميزانيـــــــــــــــة و تنفيذها و الرقابة عليها ، ومن هنا تزايدت الحركة الدولية نحو الإصلاح الميزانياتي، الأمر الذي دفع بالجزائر في التفكير جذريا في عصرنة نظامها الميزانياتي بهدف إيجاد الحلول البديلة التي من شأنها تمكن الجزائر من مواكبة التطورات العالمية في المجال المالي و الميزانياتي، وفي هذا الإطار أسست مشروع تحديث النظام الميزانياتي la pensée financière a connu un équilibre entre les recettes et les dépenses de l'Etat depuis longtemps, les budgets généraux des différents pays ont reconnu un développement très important dès la fin de la Seconde Guerre mondiale jusqu'à aujourd'hui, de sorte qu’ils sont devenu un moyen efficace que les gouvernements se basent pour atteindre leurs objectifs, ces développements ont conduit à changer les méthodes et les techniques dans l’élaboration et l'exécution du budget, et son control , et de là, la croissance du mouvement international a mené vers la réforme budgétaire qui a incité l'Algérie à la modernisation radicale de son système budgétaire afin de trouver des solutions alternatives qui permettront à l'Algérie de se tenir dans le courant des développements mondiaux du domaine financier et budgétaire, et dans ce cadre, elle a établi un projet de modernisation du système budgétaire. The financial thought knew a balance between the expenditures and revenue of the State for a long time, the general budgets of the various countries recognized a very important development from the end of the Second World War until today, so they became an effective way(means) which the governments base themselves to reach their goals, these developments led(drove) to change the methods and the techniques in the elaboration and the execution of the budget, and its control, and from there, the growth of the international movement led towards the budgetary reform which incited Algeria to the radical modernization of its budgetary system to find alternative(alternate) solutions which will allow Algeria to be held in the course of the world developments of the financial domain.
