عيب الإنحراف في إستعمال السلطة كوجه من أوجه دعوى الإلغاء

عيب الانحراف في استعمال السلطة هو سبب جوهري لدعوى الإلغاء، يتجسد في استغلال الإدارة العامة لسلطتها لتحقيق أغراض شخصية أو سياسية أو أغراض بعيدة عن المصلحة العامة المحددة قانونًا. يتميز هذا العيب بطابعه القَصْدِيّ، وصعوبة إثباته نظرًا لتعلقه بالنوايا الخفية لمصدر القرار - الموظف العام غالبا - وكونه عيبًا احتياطيًا لا يُؤخذ به إلا عند غياب عيوب أخرى. كما تُعدّ دعوى الإلغاء الأداة القضائية التي تمكن القاضي الإداري من صب رقابته على هذا العيب لضمان التزام الإدارة بالقانون وحماية حقوق وحريات الأفراد.

Juan Pablo Viscardo y Guzmán, jesuita expulsado en 1767, analizó en su Carta a los Españoles
Americanos de 1799, el monopolio comercial y la exclusión política criolla bajo el dominio español. Su obra, difundida por Francisco de Miranda en 1801, integró ideas ilustradas como las de
Montesquieu y ejemplos históricos para fundamentar la emancipación. Contextualizó la represión
contra movimientos indígenas, como el de Túpac Amaru, como síntoma del sistema colonial opresivo. El texto influyó en documentos independentistas al articular un discurso que combinó crítica
anticolonial y propuestas de autogobierno. Su legado se estudia como referente clave del pensamiento
emancipador hispanoamericano, destacando su pragmatismo económico y alianzas internacionales.
Navigating Multilingualism: Patterns of Language Choice and Code-Switching in Algerian Healthcare Settings.

This study examines how healthcare providers in Algerian hospitals manage multilingual
communication, focusing on language choice and code-switching during patient consultations.
Using qualitative methods, observations, interviews, and focus groups, conducted in Tlemcen’s
public and private healthcare settings, the research shows that doctors shift between Algerian
Arabic and French depending on patient needs, emotional context, and clinical demands. Code switching helps improve clarity, empathy, and authority. Patient cues play a major role in
shaping doctors’ language strategies. The study underscores the importance of linguistic
sensitivity in delivering effective, patient-centered care in Algeria’s multilingual healthcare
environment.
دور المرشدين التربوين في معالجة ظاهرة التسرب المدرسي

تهتم هذه الدراسة بموضوع المرشدين التربويين ودورهم في الحد من ظاهرة التسرب المدرسي، الذي يعتبر من المشكلات التي تعيق سير العملية التعليمية، فلذا وجب تزويد المدارس بالمرشد التربوي لمساعدة التلاميذ على حل مشكلاتهم النفسية والمدرسية من خلال مختلف الخدمات التي يقدمها لتحقيق التوافق ومعرفة ضرورة المرشد التربوي في معالجة التسرب المدرسي، ومن أجل ذلك قمنا بدراسة ميدانية عبر استبيان وزع على عينة من التلاميذ (48) في الطور الثانوي والمتوسط، ومن خلال تفسير نتائجه استخلصنا إلى نتائج مفادها أنه بالرغم من الدور الفعال الذي يلعبه المرشد التربوي في المؤسسات التعليمية، إلا إنه فشل في معالجة مشكلة التسرب المدرسي، التي تعتبر ظاهرة الخطيرة على المجتمع.
Résumé:
Cette étude examine le sujet des conseillers pédagogiques et leur rôle dans la réduction du phénomène de décrochage scolaire. ce qui est considéré comme l’un des problèmes qui entravent le progrès du processus éducatif. La mise à disposition des écoles d'un conseiller pédagogique aide les élèves à résoudre leurs problèmes psychologiques et scolaires à travers les différents services qu'il propose pour parvenir à l'harmonie et connaître la nécessité du conseiller pédagogique dans la lutte contre le décrochage scolaire. Pour cette raison, à travers un questionnaire de terrain distribué à 48 étudiants des niveaux secondaire et intermédiaire, et à travers l'exégèse de ses résultats, nous sommes arrivés aux conclusions que malgré les efforts efficaces déployés par le conseiller pédagogique dans les établissements d'enseignement, il a échoué dans s'attaquer au problème du décrochage scolaire qui est considéré comme un phénomène dangereux pour la société.
Summary:
This study examines the subject of educational counselors and their role in reducing the phenomenon of dropout . which is considered one of the problems that hinder the progress of the educational process. The provision of schools with an educational counselor helps students solve their psychological and school problems through the various services he provides to achieve harmony and to know the necessity of the educational counselor in addressing dropout. For this reason, through a field questionnaire distributed to him (48) students in the secondary and intermediate levels, and through exegesis its results, we reached the conclusions that despite the effective efforts played by the educational counselor in educational institutions, he was failed in addressing the problem of dropout which is considered a phenomenon Dangerous to society.
تعليمية اللّغة الإنجليزيّة في الطّور الابتدائي السّنة الثّالثة أنموذجا

تهدف هذه الدّراسة إلى إلقاء الضّوء على تعليميّة اللّغة الإنجليزيّة في الطّور الابتدائي – السّنة الثّالثة أنموذجا – والوقوف على الأسس الصّحيحة لتعليم هذه اللّغة و بيان مدى أهميّتها و مدى قدرة الطّفل على تعلّمها واستيعابها والوسائل التّعليميّة المناسبة لذلك .
Summary :
This study, is aims to shed light on English language Didactic in the primary school – 3rd year as a model - and stand on the effective teaching for this language, emphasizing it’s importance , and how mush ability the child’s have to learn and absorb it, it also explores suitable teaching methods for this age group.

Cette étude vise à faire la Lumiére sur l’enseignement de la langue anglaise au cycle primaire – la troisiéme année comme modéle – et a se poser sure les bases correctes pour l’enseignement de cette langue et a indiquer l’étendue de son importance et l’etendue de l’intéretde l’enfant capacité a l’apprendre et à l’assimiler et les moyens pédagogiques appropriés pour cela.
